Prodigal Empires: Maphilindo Confederation


Maphilindo (for Malaya, the Philippines, and Indonesia) was a proposed nonpolitical confederation of those countries.

The original plan for a united state based on the concept of the Malay race was attempted by Wenceslao Vinzons during the Commonwealth government in the Philippines. There he espoused a United Malay race – his Malaya Irredenta ideal (Malaya Irredenta was another name for Maphilindo). Also, Eduardo L. Martelino- of the famed Jabidah- in his book entitled “Someday, Malaysia” that was published in 1959, also cited the vision of then Philippine President Manuel L. Quezon for an integrated Malay-race nationhood in the region.

In July 1963, President Diosdado Macapagal of the Philippines convened a summit meeting in Manila. Maphilindo was proposed as a realization of Jose Rizal‘s dream of bringing together the Malay peoples, seen as artificially divided by colonial frontiers.

Maphilindo was described as a regional association that would approach issues of common concern in the spirit of consensus. However, it was also perceived as a tactic on the parts of Jakarta and Manila to delay, or even prevent, the formation of the Federation of Malaysia. Manila had its own claim to Sabah (formerly British North Borneo),[citation needed] and Jakarta protested the formation of Malaysia as a British imperialist plot. The plan failed when Sukarno adopted his plan of konfrontasi with Malaysia. The Konfrontasi, or Confrontation basically aims at preventing Malaysia to attain independence. The idea was inspired onto President Sukarno by the Partai Komunis Indonesia (PKI), or literally the Indonesian Communist Party. The party convinced President Sukarno that the Formation of Malaysia is a form of neo-colonization and will later affect tranquility in Indonesia. The subsequent development of ASEAN almost certainly excludes any possibility of the project ever being revived.

The Maphilindo of Prodigal Empires is the result of late 21st century political unification of the region  following on from the ASEAN project and establishment of a Chinese Sphere of Influence in Indo-China.

General Nustion – a democratically elected former solider with a fiercely nationalist and Imperialist agenda wanted to expand the state it was his realpolitics and his development of the Maphilindo military that led to the great calamity wars of the 22nd Century. These wars which lasted for 60 years saw the devastation of much of Europe, China, India and the Middle East. It was in the settlement of these wars combined with the development of experimental if slow star drives that led to the generation ships of exiles from the war torn regions thrown off planet and the descendents of which evolved into the Prodigal Empires of the background.

In the aftermath of the Calamity Wars Maphilindo went through an amazing transformation. Despite conquering Southern India, Indo-China, Singapore, Australasia, Canton Southern Japan, Somalia, Madgascar and the Pacific an astoundingly short time after Nustion’s death the state underwent a democratic revolution. This followed by a period of democratic entrenchment and a national sense of guilt (known as  the ‘German state’ amongst the Mpahilindo critics of this part of the national psyche.)

The greater Maphilindo was involved in reconstruction projects and also took a prime place in Earth’s inter-stellar expansion though informed by a very ‘political correct’ approach to First Contract and Prodigal powers encountered.  Though that said Maphilindo has a robust military and other supporting forces


Parties based on ethnic identity are banned. However a small ‘Local Party’ exists which represents many smaller local groups who favour very local politics.  The big guns in Maphilindo politcs are the collectivist and socially liberal Maphilindo  Progressive Party and the free-market if socially conservative Maphilindo Fmaily Party.

The Maphilindo constitution divides powers at Federal, State (which are smaller sub-divisions of the old powers that made up Maphilindo or where conqueror,) municipal and village level.   

Federal politics powers is divided amongst a weak Presidency, a strong cabinet government (dependent on collective cabinet voted approval of decisions), a bicameral parliament (the first chamber of geographical seats and second of PR elected politicians.) For constitutional changes a Congress of Governors from the states also needs to vote approval. The timing of various elections means the MPP and MFP often effectively have to co-operate in government as the parties which control different elements of the system.

Each planetary colony is automatically a state from foundation and has all the political rights of other old established states (MPs, Courts etc.) This is very empowering compared to how many states treat their colonies but it also means small space colonies wield disproportionate power. All parties have a strong ‘Frontier Wing’ which courts outer space opinion which leads to Maphilindo’s physically strong if diplomatic military stance in Space.


While Maphilindo is very liberal and progressive in foreign politics it also aware the states expansion made a very serious enemies along the way. Maphilindo has a very studied and serious strategy of proportional response to aggression as a result.  There armed forces are all professional volunteer units with part time reserves.

There are 6 Arms of the Maphilindo Military:

  • Tentara Nasional Maphilindo Angkatan Udara Air Forces
  • Tentara Nasional Maphilindo Angkatan Luar Space Forces
  • Korps Marinir Marine Corps
  • Kepolisian Negara Republik Maphilindo Maphilindo National Police (including the Ghurkha Police Contingent)


A basic t-shirt, combat jacket and trouser cut is common to all services and ranks though colour varies.

Unit number (Regiment or ship) is carried on the left collar tab. Beret colour show arm of service (i.e. SOM, hunter-killer subs, airmobile etc;) with additional specialisation (i.e. medic, pilot etc; shown by shoulder patches and chest badges. Rank is shown on the beret, epaulettes and right collar tab.


Land Forces

These are primarily defence forces consisting of the regular army (who sign up for 12 years in the regulars and 12 in the reserve), Mobile Reserve and Fencible Forces.

The Regular Army consists of armoured, airmobile and mechanised infantry divisions which are deployed as a mobile reserve in defence of Maphilindo territory.

The Mobile Reserve are volunteer part timers or ex-regulars in their first 6 years in the reserve they form reinforcement battalions to regular formations capable of operating in their own right in civil defence functions.

The Fencibles are local village, town or city formations that sign up to operate in their own state as a defence force and to aid the civil power. They consist of volunteer part timers and regulars in the their last 6 years in the reserve.

Navy Forces

These are surprisingly important for Maphilindo as the home territory on Earth is separated by large stretches of water.  To protect against orbital attack much of the Navy forces are submarines which includes a sea-orbit missile (SOM) capability to defend the Earth territories. Surface units are limited to small vessels for boarding duties, Riverine patrol and visible anti-piracy work.

 Where a Maphilindo colony has an ocean or even Rivers Navy Force unit will be present even if it is just Riverine patrol vessels largely manned by volunteer part timers.  Larger colonies including seas will have SOM flotillas to aid their protection.

Air Forces

All inter-face craft are operated by the Air force this includes airmobile Land Forces troops transport, Space Force Fighters, Navy Forces helicopters etc;  The Air Forces are a spread thinly between their sister services. They do however have relatively large numbers of planet based space fighters are part of their force roster.

Space Forces

These operate large space fleet supplemented with Air Force space fighters and Marine Corps troops for boarding and drop actions.

 The services is arranged into Carrier Battlegroups (the main strike forces), Colonial Patrol cruisers (lighter forces showing the flag and exploration, they are used in war as scouting units) Orbital Defences (defensive stations) and Staff (which includes courtier craft.)

Marine Corps

As well as the Navy and Space Forces boarding troops the Marine are the expeditionary warfare units of Maphilindo. They only recruit from Navy, National Police or Army personnel of at least 3 years service on a transfer request approved by the members CO and at least 3 referees of the same rank. They then have to pass the Marine selection process of which 78% fail.

They consist of Ships Complement (boarding parties & security forces on Maphilindo ships) Drop Forces (orbital assault forces) and the Special Forces (whose selection process has a 80% failure rate and requires an unblemished 3 years service in the Marines.)

National Police Forces

All colonies and states have their own local police. The National police act as a central federal investigation force as well as paramilitary border guards, military police for all other services and the Mobile Brigades (civil defence-civil order forces moved to where trouble is.)

From conquering Singapore a Gurkha contingent of the National police xists and form their own elite Mobile Brigade which wears a traditional Gurka hat instead of a Beret.
